تایماز گلزار آخرین به روز رسانی 2019/01/05: حقوق دبیران خارجی به عنوان مشاغل مورد نیاز تخصصی و دارار مهارت، به صورت 3 برابر حداقل دستمزد به روز رسانی شده است: 2.558,00 x 3 = 7.674,00.
وزارت کار جهت صدور مجوز کار برای معلمین خارجی در ترکیه که قصد فعالیت در موسسات آموزش غیرانتفاعی دارند، قوانینی را به شرح زیر تعیین کرده است:
- برای صدور مجوز برای اتباع خارجی که در موسسات آموزش غیرانتفاعی به عنوان دبیر اشتغال نخواهند داشت، تعداد دانش آموزان و پرسنل ترک موسسه مدنظر قرار خواهد گرفت؛ همچنین، در موسساتی که تعداد دانش آموزان کم باشد، برای مجوزهای اخذ شده در سمت هایی نظیر: پرسنل روابط عمومی، پرسنل روابط مهمان و …، امکان اجرای محدودیت هایی وجود خواهد داشت.
- در شرایطی که موسسات آموزش غیرانتفاعی در خارج از کشور دارای شعبه یا دانش آموزان خارجی باشند، محدودیت ذکر شده در بالا تاحدودی مدنظر قرار خواهد گرفت.
- در بیان زمینه فعالیت مورد درخواست تبعه خارجی (که جداگانه در تقاضانامه نوشته می شود)، وزارتخانه خواهان شرح کامل در این خصوص می باشد.
- برای معلمینی که از وزارت آموزش و پرورش مجوز اولیه را اخذ کرده اند، هیچ تغییری در معیارهای مجوز کار ایجاد نمی شود.
تعداد پرسنلی که جزو اتباع خارجی هستند، نباید بیشتر از 2% تعداد کل کادر موسسه باشد. در این خصوص: سازماندهی (مشخص شدن محل فعالیت)، نام، هزینه، نمونه قرارداد برای ویزا، تمدید قرارداد و خاتمه آن برای کادر دبیران خارجی از طرف موسسات آموزش عالی مربوطه صورت خواهد گرفت.
تدوین:
در نتیجه بررسی اسناد ضمیمه، در صورتی که خواستار اشتغال تبعه خارجی در موسسه به عنوان پرسنل مسئول روابط عمومی باشید، با توجه به شرایط ذکر شده در بالا و تعداد پرسنل ترک موجود (لیست شده براساس مدرسین و کارکنان)، درخواست شما همراه با شرح کاملی از وظایف و سمت تبعه خارجی می بایست به وزارتخانه جهت بررسی ارائه شود تا نسبت به شرایط همکاری یا ادامه فعالیت وی تصمیم گیری شود.
برای معلمینی که در موسسات آموزش غیرانتفاعی وابسته به وزرات آموزش و پرورش خدمت خواهند کرد، مدرک معادل دریافت شده از انجمن آموزش عالی و پیش نویس مجوز (سند صلاحیت شغلی)، اجباری می باشد.
- برای موسساتی که دبیران خارجی استخدام خواهند کرد «مجوز تاسیس و آغاز به آموزش» و «مجوز کار» ضروری می باشد.
- برای اینکه شهروندان انگلیسی زبان بتوانند به عنوان دبیر زبان کار کنند، نیازی به مدرک یا صلاحیت شغلی نمی باشد.
- دبیران خارجی متاهل با شهروندان ترک در صورت اتمام 3 سال یا داشتن فرزند، به غیر از مدرک معادل نیازی به چیز دیگری نخواهند داشت.
Terms of Employment of Foreign Teachers in Turkey

Ministry of Labor has issued the following rules for licensing foreign teachers working in non-profit educational institutions in Turkey:

- Where nonprofit educational institutions have branches or foreign students abroad, the above limitation will be partially taken into account.

- For teachers who have obtained initial permission from the Ministry of Education, no changes are made to the work permit criteria.
The number of foreign staff should not exceed more than 2% of the total number of staff of the institution. In this regard: the distribution, name, salary, the sample contract for the visa, the extension of the contract and its termination for the foreign secretaries, will be made by the relevant higher education institutions.

- For teachers who will serve in the nonprofit educational institutions affiliated with the Ministries of Education, equivalent degree received from Higher Education Association and Draft of License (Job qualification document) is required.
- For institutions that will hire foreign teachers, “Establishment and educating license” and “Work Permit” is required.
- In order for English-speaking citizens to work as language teachers, no permits or qualifications are required.
Foreign teachers married to Turkish citizens for more than 3 years or if they have children, they will need nothing other than equivalent degree.
